“This assessment of the court was predictable because the President acted in accordance with the law. The specific law on freedom of conscience contains an article which states that state bodies have the authority to facilitate contacts between Ukrainian religious organizations and foreign religious centers. And this agreement is such an encouragement for the Ecumenical Patriarchate as a foreign religious center that recognized Ukrainian religious organizations. All this was made clear by law and there are no grounds for challenging this decision,” said the expert.

He added that the Moscow Patriarchate, through its church institutions, and through its pocket community organizations, pro-Russian MPs, is trying to abolish the provision of the Tomos to Ukraine.

"MPs from the Opposition Bloc file a motion to the Constitutional Court to cancel the parliamentary resolution. Various civic organizations file lawsuits to cancel the agreement. The UOC MP appealed to the court to quash the Ministry of Culture examination of the renaming of the Church. Although everywhere, as in the agreement, and in the decision and examination, everything is done in accordance with the law and there are no prospects for these lawsuits at all. I think that this activity is not always aimed at any kind of actual suspension of the process, as the work for the money allocated by the Kremlin,” Horevoy believes.
