The National Security and Defence Council [RNBO] implemented restrictive sanctions against 21 leaders and priests of the Russian Orthodox Church, including Patriarch Kirill's nephew Mykhailo GundIaev.
It is repotred by National Security Council and video address of the president.
Sanctions were also implemented against one representative of Christians of the evangelical faith (Pentecostals).
The Security Service of Ukraine proposed the 16 people on the list:
- Gundyayev Mikhail Mykolaiovych – Representative of the Russian Orthodox Church at the World Council of Churches and other international organisations in Geneva, Swiss Confederation, archpriest, nephew of Patriarch Kirill of Moscow (Hundyaev).
- Bagdasarov Roman Sergeyevich – Vicar of the temple of Zosima and Savvatius Solovetsky in Golyanov (Russian Federation, Moscow), head of the sector for interaction with the Russian Guard of the Synodal department for interaction with the Armed Forces and law enforcement agencies.
- Bulyekov Aleksandr Vladimirovich – Abbot of the Church of the Kazan Icon of the Mother of God (Russian Federation, Moscow) Archimandrite Filaret, deputy head of the Department of External Church Relations.
- Ganzhin Aleksandr Ivanovich – Deputy head of the Synodal Department for interaction with the Armed Forces and law enforcement agencies, Archimandrite Alexy.
- Gorbachov Leonid Eduardovych – Metropolitan Leonid Klinskyi, head of the Patriarchal Exarchate of Africa.
- Yemelyanov Leonid Grigoryovych – Metropolitan Tikhon of Vladimir and Suzdal.
- Kipshidze Vakhtang Vladimirovich – Deputy head of the Synodal Department for the interaction of the Church with society and mass media.
- Kulberg Aleksei Serheyevich – Metropolitan Evgeny of Yekaterinburg and Verkhotura, head of the Synodal Department of Religious Education and Catechism.
- Legoyda Vladimir Romanovich – Temporary head of the press service of the Patriarch of Moscow and All Russia.
- Nemtsov Nikolai Fedorovich – Metropolitan Methodius of Perm and Kungur.
- Ovcharov Oleg Andreyovich – Colonel of justice of the reserve, head of the Synodal department for interaction with the armed forces and law enforcement agencies, priest, protopresbyter of the military and naval clergy.
- Sevryuk Anton Yuryevich – Metropolitan Anthony of Volokolamsk, head of the Department of External Church Relations.
- Tatarintsev Konstantin Yulevich – Head of the sector for interaction with the Air and Space Forces of the Synodal Department for interaction with the Armed Forces and law enforcement agencies, archpriest.
- Chashin Nikolai Nikolayevich – Metropolitan Serhiy of Singapore and Southeast Asia.
- Shchipkov Aleksandr Vladimirovich – Deputy Chairman of the World Russian People's Council, First Deputy Chairman of the Synodal Department for the Interaction of the Church with Society and the Mass Media of the Russian Orthodox Church.
- Ryakhovsky Sergei Vasilevich – Presiding bishop, head of the Spiritual Council of the Russian United Union of Evangelical Christians (Pentecostals). Publicly supports and justifies the war of the Russian Federation against Ukraine.
Another six are proposals from the Cabinet of Ministers:
- Grigory Valerievich Alfeyev – Head of the Department of External Church Relations, Metropolitan Hilarion of Volokolamsk. Publicly supports and justifies the war of the Russian Federation against Ukraine. Manages the Ukrainian direction of activity of the Moscow Patriarchate, promotes the ideology of Russkiy Mir.
- Balashov Nikolai Vladimirovich – Deputy head of the department of external church relations, archpriest. Publicly supports and justifies the war of the Russian Federation against Ukraine. Promotes the ideology of Russkiy Mir and directly manages the Ukrainian direction of activity of the Moscow Patriarchate.
- Volochkov Pavel Pavlovich – Archbishop of Syktyvkar and Komi-Zyrian Pitirim. He openly supports the attempt of annexation of Crimea and the Russian Federation's war against Ukraine.
- Vladimirov Artemiy Vladimirovich – Archpriest, writer, preacher and teacher. He justifies Russia's aggression against Ukraine in his sermons and expresses hope for Russia's absorption of the countries of the former USSR. He also called for prayers for "victory over the dark fascist horde" that has allegedly taken over all of Europe. He alleges Russia has assumed the role of a fighter for the truth and arranged a special operation in Ukraine "to arrange a Nuremberg trial over all of Europe."
- Tkachov Andrei Yuryevich – Mitrophorous archpriest, preacher, TV presenter, popular YouTube blogger. He justifies Russian aggression against Ukraine in his sermons, seeing it as punishment for the Ukrainians for the Maidan, calls on the Russian military to continue killing Ukrainians, promising them support from various saints and archangels, claiming Russian popes have already given orders to support the Russian army.
- Osipov Aleksei Illich – Russian Orthodox theologian, teacher and publicist, Doctor of Theology, Honoured Professor of the Moscow Orthodox Theological Academy and Seminary of the Russian Orthodox Church. Expressed public support for Russia's war against Ukraine. Constantly publishes articles in the spirit of the Kremlin's propaganda of the military aggression of the Russian Federation, appears in YouTube broadcasts, expressing his opinion about a special operation in accordance with the policy of the Russian Federation with the aim of justifying Russia's military actions and the genocide of the Ukrainian population, says the Russian church does not condemn, but supports the special operation.
