According to the agreement between USA and Ukraine, in 2008, the US government allocated the plot for the monument in the center of the city and defined the schedule of the construction, which is to be completed in 2013. According to the Director of the Ukrainian National Information Service on Public Relations based in Washington, Mykhailo Savkiv, “the construction of the monument in the center of Washington will be an extraordinary event not only for the Ukrainian community in USA but also for the whole international community, for everyone heading for the Capitol will now have to pass by the monument and be reminded of the genocide against the Ukrainian nation which is never to be repeated in the history of mankind.”
