According to her, the Kyiv City Hall has admitted that it did not issue them building permits, but they still stand and work for years or even decades. The city authorities did nothing about unauthorized construction projects-they said that no one complained, so the inspectors never went to these sites.
She also gives a prime example.
"The Church of St. Theodosius (UOC-MP) is located in the center of the capital, near Lviv Square. It was built on the territory of the state tax service, when it was run by a very devout henchman of Yanukovych, Oleksandr Klymenko (allegedly, he built it at his own cost). We were told by the state tax service that they have nothing to do with the land where the temple was built. Kyiv authorities said they had not allocated land for it. This is an unauthorized construction in the center, for which no one allocated land.
