The Ukrainian leadership will not accept this proposal in its current form, as reported by Financial Times, citing informed sources, according to UNIAN.
According to a recent publication, a "peace plan" is currently in the early stages of development. This plan was conveyed to Kyiv this week by the U.S. President's envoy, Steve Witkoff, through Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine.
Sources familiar with the document indicate that the draft plan requires Ukraine to:
- Cede Donbas, including territories that are not yet occupied.
- Cut the size of the Armed Forces of Ukraine by half.
- Abandon "key categories of weaponry" (though the Financial Times does not specify what this includes).
- Reduce U.S. military assistance to Ukraine.
- Recognize Russian as an official language in Ukraine.
- Grant formal status to the local branch of the Russian Orthodox Church.
According to the Financial Times, accepting this plan could potentially make Ukraine vulnerable to future Russian aggression. One source familiar with the document described it as very general and "heavily tilted towards Russia," while another informed source called it "very comfortable for Putin."
Officials in Kyiv who are aware of the plan have expressed that it meets the Kremlin's maximalist demands and that Ukraine will not accept it without significant changes.
