On March 17, the Verkhovna Rada of Ukraine registered Draft Law No. 5258 "On Amendments to Certain Laws on Condemning the Ideology of the "Russian World"". It was initiated by MPs Oleg Dunda and Oleksandr Aliksiychuk (both of Servant of the People Party).
"One of the serious threats to regional and global security is Russian extremism, theoretically based on the ideology of the "Russian World", which in a practical context is embodied in the legal system of modern Russia, in its domestic and foreign policy. First of all, we are talking about Russia's declared goal of "collecting land" and protecting Russian speakers regardless of territoriality, returning Russia to the status of a "superpower" and creating a state of civilization with a great mission out of modern Russia. At the same time, this mission justifies any crimes, even cynical murders and terrorism," the explanatory note to the bill says.
The draft proposes to recognize in Ukraine the ideology of the "Russian world" as a related form of National Socialism (Nazism) and condemn it as a totalitarian, xenophobic ideology that is incompatible with the fundamental rights and freedoms of Man and Citizen and poses a threat to the national security of the state.
The draft also proposes to grant the right to the National Security and Defense Council of Ukraine to stop the activities of legal entities, political parties, other associations of citizens, mass media in case of propaganda, financial, administrative, or other resource support for the ideology of the "Russian World".
The document establishes bans on propaganda and financing of the ideology of the "Russian World" and punishments for individuals and legal entities, provides for keeping records of such persons by the Security Service of Ukraine, whose main task is the sovereignty and independence of Ukraine.
If the bill is adopted, any assets and property used for propaganda and other resource support of the "Russian World" ideology will be transferred to the Department of the National Agency of Ukraine for Identification, Search and Management of Assets obtained from Corruption and Other Crimes by the decision of the National Security and Defense Council.
