On 10 April, the Volyn Regional Council addressed Ukraine’s President, Prime Minister, Speaker and Ukrainian deputies from Volyn with the request to do everything possible to prevent the adoption of Bill 2342 “On making alterations to certain legislative acts of Ukraine to prevent and combat discrimination in Ukraine.”

The draft resolution of the regional council was proposed by Protopriest Vitalii Sobko, who is the Deputy Head of the council’s Committee on Spirituality, Religions, Education and Science, Culture and Mass Media. Bill 2342 introduces at the legislative level the notion of “sexual orientation” and envisages civil, administrative and criminal responsibility for various forms of discrimination. It also allows one to interpret the church’s traditional negative attitude toward homosexuality as discrimination.
