In 2024, the death rate in Ukraine was almost three times higher than the birth rate
This data is provided in a report on state registration of civil status acts by the Ministry of Justice.
In 2024, 495.09 thousand deaths were recorded in Ukraine, which is almost 2.8 times the number of births - 176.78 thousand. Compared to 2023, the number of births decreased by 10.71 thousand, or 5.7%, while the number of deaths decreased by only 1.15 thousand (0.2%).
In the second half of 2025, there was an improvement: the number of births increased by 1.6% (to 89.02 thousand), and mortality decreased by 2.7% (to 244.12 thousand).
The best indicators were recorded in the Rivne region, where 14,567 deaths and 9,735 births were recorded, which gives a death-to-birth ratio of 1.6 times. In the Zakarpattia region, the number of deaths amounted to 14,756 and births - 8,657 (a ratio of 1.7 times).
Volyn region showed 12,779 deaths and 7,442 births (1.7 times). Kyiv had 35,528 deaths and 19,706 births, with a ratio of 1.8 times, Chernivtsi region had 10,709 deaths and 5,669 births (1.9 times), and Lviv region recorded 31,416 deaths and 15,642 births, which gives a ratio of 2 times.
The worst situation is observed in the Kherson and Donetsk regions, where the death rate exceeds the birth rate by 11 and 8.5 times, respectively. In the Kherson region, the number of deaths amounted to 4,776 and births to 434, while in the Donetsk region, there were 9,973 deaths and 1,177 births.
Other regions, such as Zaporizhzhia, Sumy, Kharkiv and Chernihiv, also have high mortality rates relative to births: Zaporizhzhia region recorded 15,048 deaths and 3,176 births (4.7 times), Sumy region 16,656 deaths and 3,520 births (4.7 times), Kharkiv region 34,883 deaths and 7,677 births (4.5 times), and Chernihiv region 16,434 deaths and 3,756 births (4.4 times).
